LVMPD Partnership
The RECAP Las Vegas has an official partnership with the Las Vegas Metropolitan Police Department (LVMPD). Pastor Troy assisted in the development of the policy of the department, the 7th largest Police Department in the Nation.

Violence Responders: on call 24 hour a day
As RECAP Chair, Pastor Martinez oversees training of Certified Violence Responders— for any violent event that involves youth crews, gangs, or racial tension; events so egregious that it affects the safety and security of the affected community; or circumstances prior to and/or after civil unrest incident(s).

“Safe Village Initiative”
Pastor Martinez was a founding member of the original Pilot model documented by UNLV, Criminal Justice Department under the “Safe Village Initiative” in 2007. Resulted in a reduction of homicide by 40% and shootings 65% in targeted areas. The International Association of Chiefs of Police recognized LVMPD with the Webber Seavey Award.

Mayor’s Faith Initiative
Founding member of the City of Las Vegas Mayor’s Faith Initiative (MFI). The MFI With over 120 faith leaders representing over 70,000 congregants. The MFI was a finalist of the national All-American City Award in 2016. The US Conference of Mayors 2017 “City Livability Award” recipient was Las
Clark County School District Prevention.
The school district is the 5th largest in the Nation with over 300,000 students. Drug prevention, Gang and Youth violence, Sex Trafficking and Race relations efforts in partnership with the various initiatives are provide free of charge to the students.

In 2007 create a drug prevention model to reduce methamphetamine use. The Las Vegas Crystal Darkness Campaign reduced high school students trying meth by 50% by 2008. The model was replicated in California, Washington, Oregon, Oklahoma, Colorado, and New Mexico Pastor Martinez received the Governor’s Points of Light Award in 2008 in recognition.
